Oh, it seems like it really was the case, now it works fine like before. Maybe not all the uploads within the last minute you mentioned were without problems.

This doesn't seem to be the case, I see many files uploaded within the
last minute at https://commons.wikimedia.org/wiki/Special:Log/upload .
If you're experiencing some issues with uploads, please elaborate.
