Post upload cropping would become a discouraged behavior if such a feature were implemented. But I do see your point, ultimately it's the uploaders responsibility to check where a file is used. One time I had a picture of a firing xenon strob replaced with a video game character.... (flash.gif DOH) :)
Sharpness could be good though. See http://commons.wikimedia.org/wiki/Commons:Village_pump#Low_sharpness for a striking example.
Ha. I hadn't seen that one. I think the photoimpact version is too sharp, and I'd prefer something a little more in between. The folks in the thread are off in space however... This problem has nothing to do with our JPEG size (although I strongly believe that our jpeg quality setting should be increased somewhat as well).
I've added another example, which is prepared with imagemagick (same software as Mediawiki). It's the same file size as the Mediawiki jpeg thumb, but it looks pretty much just like the png.
