Depends on your location, in my opinion. For instance, I prefer using
a UK-based host because I live there.
As a stopgap measure, if you don't have shell access, try phpShell
(
http://mgeisler.net/php-shell) which provides a wrapper/emulator.
However, it might be your crappy host doesn't allow the functions this
needs in order to work.
