My guess is that this is to save space - images, and old versions of
images, could end up taking up a lot of space if everything was there
forever. But you could be right that either it should be made harder
to delete one, or some opportunity for undeletion retained - perhaps
the files could be kept for a certain amount of time, and periodically
purged?
