The CI MediaWiki jobs can now have OpenSearch enabled. This is useful for testing anything involving advanced search functionality provided by CirrusSearch. The first CI job to make use of this feature is the Wikibase api-testing suite (by setting QUIBBLE_OPENSEARCH=true via a config patch). As a result we are now able to properly end-to-end test its search endpoints.

At the moment, OpenSearch is only included in Quibble images 1.14.1+ based on Debian Bullseye. The work for this was largely tracked in T386691.
