Is it blockable as soon as it is used on a wiki, or as soon as it's
registered? On enwiki, usernames deemed inappropriate are blocked on sight
(mostly) - would this make that impossible, and make it so we have to wait
until it edits (at which point, the potentially obscene name is permanently
in the edit history).
My main question is, what is the definition of "blockable". Is that as soon
as it is globally registered, or as soon as they edit on a particular wiki
they can be blocked on it?

Well, it ''should'' show the account as soon as it's blockable, and
not
before, otherwise you could register "RobChurchSucks" on some obscure wiki
and we'd see it, be unable to block it, and forget about it.
I'm assuming that autoconfirmation is also on a per-wiki basis?
