Even if it just guided the user to the appropriate place. Help wizard,
maybe? Dunno.
This is why I suspect the real answer is someone has to write
something custom for WMF requirements (just as Bugzilla was something
custom for Netscape requirements, and has ossified in that shape). And
it'll *still* *really suck*, because all software does.
