The parser is, at present, very tightly connected to the rest of the
code, and it cannot be easily extricated.
Domas tells me he once did exactly that, as a short experimental project
he replaced the calls to other parts of MediaWiki with stubs, thereby
detaching the parser. Maury could probably reproduce that work.
