Why? Wikimania. Due to decreased availability we will be postponing
deployments of all software until the week after Wikimania (exempting
high-need security or related fixes, of course).
To be explicit: The version of MediaWiki on WMF servers is currently
1.22wmf12 everywhere (all project sites). 1.22wmf13 will rollout to the
test wikis starting Thursday August 15th.
