To make this more useful for larger sites, e.g. Wikipedia, might I suggest...
1. Taking the blacklist out of a database table which can be managed through a special page 2. Providing a user permission that allows overriding the blacklist (might not be used on some sites, but it would be useful to have the option in advance)
