Thanks for looking into these issues. I would like to suggest that good forums for this discussion prior to removing blocked IPs, and good places to notify Wikimedians who are likely to be interested in these subjects, would be the Stewards' Noticeboard on Meta at https://meta.wikimedia.org/wiki/Stewards%27_noticeboard, and the ENWP Administrators' Noticeboard at https://en.wikipedia.org/wiki/Wikipedia:Administrators%27_noticeboard. I would like to suggest that further discussion take place at those locations and/or the Phabricator ticket.
