I don't think making it work with free flash players is an option. Just
like MP3, free software is able to play it, but the format itself is not
free and will thus not be used by the WMF.

That's the only option, and it must be not just opensource, but Free.
The source must be Free, the spec must be Free, the patents must not
be a burden, etc.
Maybe you could try making it work with some of the free Flash
players, such as Gnash or Swfdec.
There's a good reason for making WMF projects accept only OGG and not
MP3, for example.
