RFC 3066, like the rest of the net, with a few rare exceptions such as als.
As I am looking at the langs table in the
"experimental schema", I am
curious if there is a reason you did not go ahead and put a column in
for the locale, as defined in ISO 3166. The point is almost too
obvious to make. Does American English equal British English? There
may be no need for this right now. However, one can easily imagine
that people might want to localize articles, as well as translate
them. At that point, the locale would become significant.

This was a schema that Timwi posted to Meta shortly after Brion posted
his to wikitech-l and meta. Timwi didn't bother to tell anyone about it,
and it was quickly forgotten.
