Well, the accusation always have to include diff links showing why
sockpuppetry seems likely. If what Americans knows "probable cause" does not
exist, no check is performed. Repeatedly making CU unfounded requests or
acting viciously is a good way to get yourself banned temporarily or
permanently. Our experience with this system has, at least in my opinion,
been a good one.
