We can already customize this on a per-project basis for IRC reporting. Just submit the config change to hookconfig.py.erb in the puppet repo.
Awesome, just submitted my changes to this stuff to gerrit. But this is only for notifications of stuff happening on gerrit right? What about bugzilla?
