Yes, except that PHPTal can't be used.

1.4 no longer uses PHPTal for the default skin, but it is still
supported optionally. For PHP5 you'll need to download a PHPTAL 1.0.0
development snapshot (
http://sf.net/projects/phptal) and install it
separately. Drop the skin's .php and .pt files into the skins directory
and it should be automatically picked up; there are some samples in the
skins/disabled directory.
There are some behavior differences between PHPTAL 0.7.0 and PHPTAL
1.0.0, so you may need to tweak bits of your template. (For example,
${stuff} like that is now HTML-escaped, so for raw HTML bits you must
use something like <div tal:structure="stuff"></div>.)
