This is an irrelevant piece of data. Of course so far there was very
little incentive to block a sysop, since they could unblock themselves.

We may never discover the impacts of this change, or maybe we'll find
out in 5 years about a wiki or two and then discuss for 5 more years how
to deal with a "local" problem which has become intractable.
