That sounds totally reasonable. 

I do not imagine us creating feature requests, rather reporting if we find some unexpected behaviour.

If the Swedish chapter would like Hovercards turned on on their wiki then I thank them for putting their hands up and would be happy to make that happen.

That said, there is a disclaimer. Hovercards is a side project for almost all of us that are involved in it. This means that we have very limited time to try to fix bugs, so we have a responsibility to focus that time on the intended users of the feature (content wikis). We can't promise to spend time developing the feature so that it's suitable on wikis outside our intended focus, like chapter wikis. We'll try to fit it in, but we can't promise.

If that sounds okay, I'll file a bug to get it deployed.
