Does specifying bugs that are important to developers via phabricator apply to all projects or just to projects handled by the Editing team?

The process to report a bug asks to report them directly on Phabricator: https://www.mediawiki.org/wiki/How_to_report_a_bug

Of course, if a feedback process for a given feature exists, that process can also be used.
