maybe the mailman should either strip the attachment
or notify the sender at least...this is the good moment to fix it?
Mailman is shoddy but that's what we have (the attempt to replace it with Wikimedia Space didn't go so well). I suspect our ability to make changes to it is pretty much zero.
Sometimes it does notify the sender when a message is held / rejected, I'm not sure what it depends on.
