That was not exactly a because of the Wikisource
process. It was due to a developer mistakenly
fulfilling all requests listed a
page. There
was no bugzilla request for that wiki or most of the
others done in that batch.

Since then there has been no community and no
content development. Not
really a smashing success.

agree with Mark here.
The process of new Wikisource creation is working
quite well so far,
I don't see the need to change that.
