Regarding Tesseract, I read on the WM-FR proposal form there are plans to improve the OCR

There is something but I don't remember whether it's more or less stable than on Toolserver (where it gets stuck frequently). https://tools.wmflabs.org/phetools/
No idea about tesseract and candalbot either; https://www.mediawiki.org/wiki/Wikimedia_Labs/Tool_Labs/List_of_Toolserver_Tools needs to be checked and updated (follow instructions on top).
