I don't know if there is already a ticket open on that issue, I never
experienced that problem.
Could you please provide more details, see if a ticket already exists, or
open one?
@Rachmat Wahidi: if the Wikisource conference finally happens, it would be
very interesting if you could share your expertise with us. I am not
familiar with the arrangement you use, but having a responsible person for
the whole pipeline seems very reasonable.

I put Rachmat Wahidi from Wikimedia Indonesia who is responsible for
taking care of internal media wiki (wikisource) for Wikimedia
Indonesia digital library, he deals with end to end from scanning to
proof reading.
