Hello,
English Wikiquote has been recently revising / officializing its
policies. In this week some old conventions are confirmed as official

As for new policies, the biggest impact may be given
by "Image use
policy". English Wikiquote disabled its uploader years before, so it
is not practically change. However we confirm happily now the English
Wikiquote says "no fair use media, go Commons" officially. English
Wikiquote community is now orphaning remaining fair use images and
listing them on Votes for deletion.

Hello Aphaia. In spanishwikiquote we came to the conclusion that we
only want free images (as in most entries, there's only a weak or no
jsutificationat all to use fair use images)
So we have a bug submitted:
http://bugzilla.wikimedia.org/show_bug.cgi?id=9728
Bug 9728: Disable uploads for Spanish Wikiquote
now, how did you get the uploads disabled so quickly?
I see that english wikiquote already disabled uplaods, so I'm
wondering if I should have done something else besides filing to
bugzila in order to get it done
