Wayne: thats our impression too, at the moment digital campaigns using hashtags seem to be somewhere between 60-80% usage (we only have a few examples at the moment), whereas in person events seem to be closer to 90--100% and are an excellent way to get new editors used to edit summaries. 

The first step towards better usage, I think, is the ability to add one as part of a campaign to your editing session. You might want to weigh in on design features for a more permenant version of hashtags at https://phabricator.wikimedia.org/T123529 . I think they have the opportunity to close some of the adoption gap.

A hashtag dropdown in the edit window would be handy. Typing out #artandfeminism is a tongue twister.
