There are people in #wikipedia-en. Just not very many. Tends to be more on-topic than #wikipedia.

Since English is the lingua franca of freenode, and since the English edition is the largest Wikipedia, #wikipedia tends to be oriented towards en. We did have an influx of people from the Spanish edition a while ago.
