I have proposed the structure of a Wikipedia Ombudsman at:

This proposed policy/structure would seek to deal with complaints arising from administrator and ArbCom conduct, which have been unfortunately quite plentiful in recent times (IMO, there have been quite a lot of users who feel they have been wronged by "the system").
