Again, these are all personal judgements.
The only one I think may have been OK is Pig Latin -- all the others
were for real languages, requested by real people, and received
support or interest in some form or another. Just because something is
going off-topic, is no excuse to get rid of it -- simply add a note to
the discussion that it's getting off-topic.

There we go again... /Anything/ is a personal judgement, Mark. I am for
instance absolutely unsure that the subscribers to this list are people, but
according to my personal judgement they probably all are. I left several
notes that discussions were going off-topic. And finally: Even Scott Gall
himself did /not/ object when I removed those requests, so why do you?

Parseltongue, pretty much dead, yes. Pig Latin, a
pretty silly request
in the first place, but you must admit it got two supporters, and the
issue was never really resolved head-on as it should've been.
