I would not call it a 'complaint link' since I (and I imagine many others)
don't want to encourage complaints, per se. We can, however, largely fix the
apparent-lack-of-feedback-mechanism issue *right now* by editing
[[MediaWiki:Help]] to read 'Help / Contact us' instead of just 'Help'.
I've
already made some small changes the the English Wikipedia's [[help:Contents]]
page to make this hack work (ideally 'Help' and 'Contact us' would each
link to
their own pages, but that is not possible).

That should tide us over until/if we get the generic footer message MediaWiki
