In that case, why isn't the number of votes

No. Read the above again. There are no zero votes -- not voting does not
influence the average for that submission.
The calculation actually works in the opposite direction to tht expected,
but
your assertion is false. 549/180 != 548/179 Not voting for an entry
increases its average.
