Hoi,
When the language committee is in favour of adding a new project, the
localisation is very much part of the argument why a language is ready to go
life. If you assert that others have to make the localisation available, I
would argue that the order in which things are to be done is:
- Make the localisation available
- Make the new language available in its first project

i don't usually handle MediaWiki localisations. there are a few people
who do work on this, i assume they'll get around to importing them
eventually.
