Perhaps, as Andre suggested, we could limit them to editing by
logged-in users only?
In addition, I would be very happy to keep an eye on such an RC, an
example of one such arrangement already existing for all Indic
Wikipedias can be found at:

By "softer" I mean some settings like "no external links" and

edits require captcha solution". Also, something like "tiny wiki
combined RC" -- if people would enjoy keeping an eye on these.
Those sorts of measures would leave us be more aggressive about
leaving things open.
