This is general list for all Wikipedias (in all languages). So,
posting anything on English Wikipedia instead to writing here would
mean that a lot of people didn't read what did you write.
So, Meta (
http://meta.wikimedia.org/) is more comparable to this list
then English Wikipedia. But, present situation is such that the list
is more often used for general talk and Meta for collaborative
development of ideas.

Pages in projectspace whose purpose overlap with many threads in this list
are obvious such as the sub-pages and talk pages of WP:RS and WP:V, WP:VP,
talk:RfAdm, etc.
Going by "common sense" may be a default option but there are often threads
here that would clearly be appropriate for being discussed at some of the
pages above. I am not of course saying that they should not be discussed
here. I am merely asking what is the general view on this. If this was
discussed, please kindly point to the thread. If the guideline or an essay
on this have been written and posted, I would appreciate the link. Thanks!
