If they're not idiots, we should be giving them full admin rights, not just rollback.
Rollback would be a good way to help prove they should be an admin though. This would let us set the bar a lot lower.

People should actually start looking if they can trust someone as an admin .... not look at how many edits someone does. Also their should be an easy de-sysop procedure so people will sooner give their trust. Trust is what the wikimedia projects are build on. Without trust there is no basis.
Agreed. If we had an easy de-sysop procedure, and image undeletion was possible, there would be no reason not to make more admins...
