http://meta.wikimedia.org/wiki/Preventing_Access Simply prevent anonymous editing and prevent new registrations (otherwise any Internet surfer could just register themselves). Then appoint a person (or a number of persons) who will be responsible for manually creating accounts for anybody who you want to be able to edit.
