Try contacting your ISP abuse department and asking them to be more
proactive on handling abuse.

When an organisation can discriminate without justification, it takes a
risk that it will get its actions challenged in court. This is very much
the American way. Walter's well rehersed argument is that this is not a
new situation at all. This is indeed a story that sadly does not go away.
You go to an ISP when you are abused from someone who hides behind that
ISP. Walter does not suffer in that way; it is the ISP itself that could
do better.
Please understand the situation a little bit better before you say the
things that you do. I do not mind to explain things, but it is rather
obvious.

It of course takes a risk, but it has no legal basis. No one has an
absolute right to access a particular site. It doesn't matter if the
site is google, wikipedia, or ilovebigfurrykittens. This is not the
"American" way, it is the way of people internationally. If someone
cares to give me timestamps, and the IP who continues to abuse; I will
give the abuse department a call myself to see if they can look into
it.
I'm quite aware of the situation in question, and it is very
unfortunate but wikilawyering isn't the way to go about it. Again I
offer the solution, contact the ISP and let them know that a user is
causing continued abuse, offer proof, and inform them if they fail to
address the issue they will be denied access to xx-wikipedia (I am
assuming this relates to nl-wikipedia so replace the xx with the
proper language code). It will help if users from the ISP put pressure
on the abuse department or contact; but shouldn't be needed.
