I went through the link that you have provided.
Regarding language selection criteria, one of the point out of four given
points, is:

Did you approach Gujarati Wikipedia in similar manner? I have kept two
admins of Guj. wiki. so that they also come to know about my question.

that is mentioned as the last point, it sounds like this was the only
criterion that worked towards selection of languages. and I feel it is nice
way to say that "these are the languages that we like and hence we started
working on it.

Hello,
Have never visited Urdu Wikipedia myself, but from the face of data shared
by user dvyas, this sounds like a gross manipulation.
23000 articles in just two months? and how many users contributed? Even if
we assume that 100 users contributed everyday, this comes to approx 4 new
articles everyday...
Do they have so many users available? Otherwise this sounds like GROSS
MANIPULATION.
*Wikipedia in any languages should exist to serve Knowledge. and Knowledge
is better represented by the quality of articles and not by numbers.*
Any automated process can generate lot many pages. For example, Using
LibreOffice on Linux, anyone can generate thousands of articles with very
little knowledge about computer programming. My point here is that even BOT
is not required to generate pages.
Lots many pages can be generated by using latest version of LibreOffice and
a small amount of Linux Programming. and the fun part if that it would look
like pages created by legitimate users.
So let us stay away from NUMBER GAME. If we really really want to increase
no of pages, it MUST be by using legitimate users and legitimate content.

Dear All,
It’s with deep regret that we announce the exit of Muzammiluddin Syed as Programme Officer CIS-A2K due to his personal reasons. Muzammil has been a great asset to the A2K team. CIS would like to thank him for all his valuable contributions to the Wikimedia movement and particularly helping grow Hindi and Urdu Wikimedia projects and community. During his stint at CIS Muzammil also put in concerted efforts to grow the partnership at Christ University. We're hoping that he'll continue to be a part of the movement as a treasured volunteer and we wish him the best in life.
In another context, CIS is happy to share that Rahimanuddin Shaik who was brought on board to work as Community Communications Consultant at CIS-A2K for 3 months will now continue as Programme Officer in lieu of Muzammil. Hence no separate hiring process will be undertaken for this position. In a short period of time Rahim has done some amazing work including building Telugu Wikipedia work plan for next year. Please join us in congratulating him and wishing him success in his new role.
