If consider not yet to let all people to upload pictures, may for now only admins to have this posibility. This can be - for now - a good idea to prevent not good pictures to be uploaded. For this, admins can create an special page where to add their email address to which users may send pictures (like gmail or self server) and admins add valid licensed (i mean valid fair use) images.
