This license limits the ability reporters to extensively quote or
exactly duplicate complete reports. Reasonable sections may be quoted
or copied as news worthy, especially as the use is transformative,
under the fair use defense and under the first amendment of the United
States Constitution.
It is particularly difficult to avoid what is known as the "heart of
the copyright" test: this test examines whether what is being used
constitutes the primary element of the copyrighted material. For this
specific site it would be very difficult to copy all the data from a
given survey and claim "fair use"; but some of the data and/or the
conclusions from a survey would be reasonable fair use.
