After a brief e-mail discussion with the Board, we have agreed to a
minor change to the language creation policy, namely that any new
language will be announced 7 days in advance on wikinews-l and
foundation-l to give people another chance to object. (In this
particular case, the argument is about whether the Yugoslavian languages
should be separate or not.)
