Finding active users list on different wikis are easy. Take this URL http://en.wikipedia.org/wiki/Special:ActiveUsers

Change language code for each wiki. For example:
Malayalam: http://ml.wikipedia.org/wiki/Special:ActiveUsers
Sinhalese: http://si.wikipedia.org/wiki/Special:ActiveUsers
And so on.

But the above page just shows users who are active within last 30 days, those may not be 'mature' always, may be new users.
Better way would be finding users who done more edits.

See this page: http://toolserver.org/~junaid/tools/editcount.php?wproject=wiki&wlan=si&usertype=users&max=20&offset=0 (toolserver is slow these days, so it may take little more time to render)
it shows users who done more edits in Sinhalese Wikipedia (That page will list bots also, it is bug. Generally you can avoid users having suffix 'bot')

Another way would be writing a custom SQL query against wiki database to find users as per more better logic like 'Users who have done most number of edits and active within last two months'.
