Based on the comments I've seen so far on what has been done in other
countries, it would be tied to a carrier, so we would probably
approach Vodacom, MTN, Cell C and Telkom (i.e. 8ta) and see what they
say. Then, whether you use a tablet or a phone (or maybe even a
cellular modem? not sure whether we'd get that) it would be free. I
think it would be in our interests to find out who gives the best
deal, but also take into account which of them has the largest
coverage among South Africans who wouldn't normally be able to afford
the airtime!
