Can we have some input from WMUK, about the likelihood of a fix, please?
As I understood it when we were signing off the organizational strategy, we set up a separate legal entity to manage/own QRpedia so that WMUK would not have to be responsible. Considering the significant number of non-Wikimedia GLAM organizations that have invested in this QR technology on the presumption that QRpedia will be a reliable and simple mobile service, we may be overdue properly to unhook QR Pedia from the local UK chapter and instead make it a separate international GLAM organization with funding from more diverse sources.
Should WMUK be diverted to other things, or say, end up having no staff to handle GLAM outreach or coordinate on technical problems, then the board of QRpedia should be free to have their own GLAM-stakeholder-agreed support plans which may be dependent on the WMF and its funding, or not.
Thanks for chipping away at this Andy. When the handful of us involved in the set up are no longer following QRpedia issues, I suspect it would remain submerged permanently below the waterline.

I wanted to update you on some of the issues with QRpedia and the work that's being undertaken to resolve these by one of our developers. We originally created a solution to the double-encoding issue based on an older release, and are now merging this into the current codebase (this merge is currently being tested). More generally we are taking the opportunity to add a test suite to define the expected behaviour, and add some basic developer documentation.
Whilst our developer spent some time working on QRpedia earlier this year, in recent months the priority has been on other WMUK technology projects. I’m sorry if this has resulted in a feeling that the tool is not being supported or maintained, which isn’t the case. I do appreciate people’s frustration regarding ongoing issues and we are working to address these.
