I don't have much experience with asking schools and churches to take pictures of them for Wikipedia. However, I have been carrying a camera around with me in Cambridge so that if I bump into anyone (or anything) famous, (famous being defined as having a en.wp article) I can take a picture of them. The people are generally fine with being taken portraits of; saying you're taking it for Wikipedia usually suffices (otherwise they'd wonder why you don't put yourself into the picture). Using the name of the chapter often gives some "official status" if needed, however that usually isn't needed.

On the other side of the planet, for WM Hong Kong we're fine with any paid-up member to go out in the name of us unless we told them not to. I think it's overly conservative to preemptively prevent a member of your organisation to go out and do things as "a member of Wikimedia UK"...
