I've always known them as navigational markers.
At sea we call them seamarks (as opposed to "Landmarks"). I'm not sure what
they're called on rivers.
If they float then they're bouys, if they're fixed then they're beacons.
The closest translation for this particular type - on an inland river, and
fixed - would probably be a navigational beacon.
