"template" isn't really the right term. In fact its entirely possible to build a portal without them. Its more a series of tables (classic web design circa 2000). Templates may then be dropped into those tables but that's a secondary issue. As usual the most viable approach given your timescale is to find an existing design you like then have it tweaked.
