I was also confused by this - I think, however, it's simply that the
person who moved the page (Majorly) is not listed under the bidding or
local team. I'd say if you list yourself as one of the team, there
would be no problem with making the bid "official".

I'm not sure if Sam is subscribed to this list - which was why I
copied him in yesterday. I suggest you keep him in the loop.
