Birmingham would be different because it's much bigger than Coventry or Chester (by both area and population), but there would be people who were willing to get on trains or buses to go further out. Commons is relatively sparse on images of Birmingham outside the city centre. It's certainly doable and I'd love to help if somebody wants to make "Wikipedia Takes Birmingham" their baby.
