Then take a good look at: https://nl.wikipedia.org/wiki/Overleg_gebruiker:Liefernando1/blockmsg in Dutch Wikipedia. Ask for help. I was gave help in arbcom-en@wikimedia.org. But waiting in six months since I was declined to unblock at 28 March until after 28 September. Firstly, ask for help from admin who blocked me after 28 September. Then, steward who locked me.
