Tamil Virtual Academy is a TN govt driven organization, which is working for Increasing Digital contents in Tamil Language. It had funded few software projects at 2017 and released as only binaries. Those software includes Tamil Spellchecker, text analysis, Browser plugin for Tamil Text to speech etc. With the binaries, no one can learn them or develop further. We have been asking them to release the source code for long times.
